LEGAL NOTICE REQUEST FOR PROPOSALS WORKFORCE ATTRACTION PROGRAM The Glasgow-Barren County Industrial Development Economic Authority ("IDEA"), wishes to contract with a qualified workforce development consulting firm to develop a program for attracting workforce talent from outside of the region, specifically in the Eastern part of Kentucky. I. BACKGROUND GENERAL The IDEA Board is responsible for existing industry support as well as new economic development attraction projects. Countywide there are an estimated 300 job openings currently unfilled. The IDEA Board is seeking a professional consulting firm experienced in recruiting and relocating work- force from the Eastern Kentucky region to launch a pilot program to facilitate job placements for Barren County Companies. II. OBJECTIVES AND SCOPE The IDEA Board is seeking a contractor to develop a marketing strategy that will be used to attract skilled workers and their families from the coal mining re- gions of Eastern Kentucky to fill jobs in Glasgow/ Barren County Companies. This will include the fol- lowing: 1) An online access point for job seekers to re- view job opportunities available with Companies in Glasgow/Barren County; 2) Consulting Services for Glasgow/Barren County Companies to identify their open positions and devel- op strategies on how to effectively advertise them as viable career opportunities; 3) Recruitment efforts within the Eastern Kentucky region such as job fair attendance; 4) Design and Development of printed marketing materials to be used for recruitment purposes high- lighting the City of Glasgow and Barren County as a desirable place to live and work; and 5) Oversee relocation including identifying and fa- cilitating grant funding from the Commonwealth of Kentucky in order to assist with associated moving expenses for each individual and/or family. III. IDEA BOARD RESPONSIBILITIES The IDEA Board will provide the contractor the follow- ing assistance: A committee of local leaders to guide the development of marketing materials in order to accurately and effectively detail the proper landmarks, community living scenarios as well as schools and workplaces; and A committee of local volunteers to personally aid in the acclamation of new families into the community. IV. PROJECT APPROACH, WORKPLAN, AND COSTS Those responding to the Request for Proposals ("RFP") shall present a detailed approach including a work plan. Respondents shall provide a timeline for the project. The IDEA Board desires that all Respondents present a bid that is inclusive of all services described in the scope of work. V. PROPOSAL CONTENTS A. The proposal must contain, and the evaluation will be based solely on, the following items. Failure to provide information on any of the following may disqualify the proposal from further evaluation. The proposal should not exceed ten (10) pages plus any relevant attachments. 1. Overview: Restate the objectives, goals and roles to show your view of the nature of the project. 2. Organization and Personnel: Outline the respond- er’s background and experience applicable to the de- velopment of a workforce attraction program 3. Approach and Work Plan: Prepare a tentative work plan, which will identify the tasks to be accomplished, and can be used as a scheduling and managing tool. 4. Fee: Provide information on the overall cost related to the project. VI. CONSULTANT QUALIFICATIONS The contractor must have significant experience in marketing, recruitment, and relocation management associated with the Eastern Kentucky region. Re- spondents who subcontract with people or organiza- tions with expertise in these fields for the sake of this proposal will not be accepted for review. VIII. AWARDING OF THE CONTRACT Proposals must be received at the IDEA offices, US Bank Building, 200 South Green Street, Third Floor, Suite 301, Glasgow, KY 42141, no later than 4:00 p.m., local time, on Friday, September 23, 2016. Late and/or incomplete proposals will not be evalu- ated. E-mail responses will not be evaluated. How- ever, the burden of proving timely receipt is upon the Responder. One copy of the response suitable for photocopying (unbound) is required. An authorized officer of the Respondent’s company must sign the response in ink. Prices and terms of the proposal as stated must be valid for the length of the contract. All costs incurred in responding to this RFP will be borne by the Responder. Upon final evaluation and selection, results will be sent by mail and/or email to all Responders. Proposals are to be mailed or hand delivered to the person and address below.
